Provision of Assistance for Lighting for Roadhouses / Wayside Inns Policy

Background
There have been some approaches to the Department from rural roadhouses for assistance to provide suitable lighting for them. These approaches have been made because of the concern of the operators for the need to improve safety within the vicinity of the roadhouse. This policy is based on the approvals for assistance given by the Minister for Transport and Infrastructure.
Objective
The Department of Planning and Infrastructure will provide assistance to roadhouse proprietors to the sum of $5000 subject to a need being established for such lighting and the agreement of the proprietors to certain specified conditions. Each application will only be approved in accordance with the guidelines.
Guidelines
Application
Each roadhouse / wayside inn proprietor requesting assistance must do so in writing stating their case for assistance. The applicant shall give a commitment to maintaining the lights to the required standard. The application should be made to the regional office of the Department.
Assessment Criteria
The Department will set the lighting standard requirements, in accordance with accepted standards. When assessing the requirements, staff should be aware that while there may be a need to increase safety in the vicinity of the roadhouse that in providing the required structures, that the safety of road users is not jeopardised by the choice of any placement and location of the structures. Any considerations should take into account the current policy on Approval Of Service Related Structures In The Road Reserve and any other statutory requirements.
Approval
Applicants can be approved for assistance up to $5000 only. Some of this assistance may be in the form of assistance from a relevant authority with the provision of poles which are being replaced elsewhere. The current value of the poles should be deducted from the approved funds.
No approval is to be given without referring the application and recommendation to the Senior Director Road Network.
Applications Outside the Guidelines
Any applications which fall outside the guidelines should be referred to the Senior Director Road Network for resolution.
Maintenance
The lights and structures are to be maintained in a good condition by the owner. Should this not be the case then the owner will be requested, in writing if not extremely urgent, to undertake the necessary maintenance. Should the owner fail to comply with the request then the Department will undertake the necessary maintenance and recover costs from the owner.
