Acting Commissioner, Bruce Wernham, APM
Deputy Commissioner Wernham joined the Northern Territory Police Force in 1974 from the New South Wales Police. His roles have included General Duties at all levels from Constable to Superintendent, Training as a Sergeant Instructor, the Task Force (now Territory Response Group) as a Sergeant and Criminal Investigation Bureau as a Constable.
He was promoted to Superintendent, Southern Division (remote stations) in 1988 and from 1991 to 1996 performed various operational Superintendent functions based in Darwin. In March 1997 he was promoted to Commander, Professional Responsibility Division (Internal Investigations & Organisational Integrity). He became the Assistant Commissioner of the Operations Command in December 1997 and as such was responsible for the delivery of policing services on a Territory wide basis.
He was appointed the Deputy Commissioner in April 2002. He has completed a number of senior police management courses and is a graduate of the Police Management Development Program at the Australian Institute of Police Management. In 2000 he was awarded the Australia Police Medal (APM) for distinguished police service. He has recently completed a term as the Northern Territory representative on the National Crime and Violence Prevention Awards Committee and is the Northern Territory police representative on the National Counter Terrorist Committee (NCTC), he is also a member of the Executive Committee of that group.

Assistant Commissioner (Operations), Grahame Kelly, APM
Assistant Commissioner Grahame Kelly joined the Northern Territory Police Force in February 1979. He is 49 years of age and married with five sons. His service spans 30 years and includes approximately equal time in both the Crime and Support Service and Operations Service, in urban, regional and remote communities across the Northern Territory. This includes as Officer in Charge of remote bush police stations, Darwin City and Katherine Police Stations, Watch Commander in Darwin, as a Detective in Darwin and Tennant Creek and General Duties in Alice Springs, Tennant Creek and Darwin.
Career highlights include his roles in remote bush stations, as Director of the NTPFES College, and five years as Superintendent of police specialist units within the Territory Support Division, that included Counter Terrorism preparedness and Search and Rescue. Other highlights are the involvement in successful major crime investigations such as the Berry Springs murders, and establishment, as the first Officer in Charge, of the Police Gold Squad.
He was promoted to the rank of Superintendent in 1997 and to Commander in November 2002 and to Assistant Commissioner in September 2003. At that time he took up the position as head of the Crime and Support Service.
Assistant Commissioner Kelly holds a Bachelor of Business Degree from the NT University, is a graduate of the Police Management Development Program from the Australian Institute of Police Management (AIPM) NSW, the Australian Federal Police, Management of Serious Crime Course (MOSC) in Canberra and the 212th Federal Bureau of Investigation, National Academy (FBINA) in the USA. He has also undertaken a number of command courses for major incident management, in Police command roles, and undertook a three month attachment with the Lancashire Constabulary in the UK in 2005. He was awarded the Australian Police Medal in 2005.
In December of 2006 Grahame took up his present position as Assistant Commissioner, Operations Service.

Assistant Commissioner (Human Resource Service), Mark Payne
Assistant Commissioner Payne joined the Northern Territory Police Force in 1984 and spent the majority of his career in the Southern Region serving in a variety of roles at both major centres and remote localities. He has been attached to Criminal Investigation Branches at Tennant Creek and Alice Springs, and was assigned as a Detective Sergeant to the Drug and Intelligence Unit, Southern Crime.
In 2000, Assistant Commissioner Payne moved to Darwin where he was appointed to the position of Superintendent, Darwin Regional Support. After working across a range of support areas, including Staff Officer to the Commissioner and Support Officer to the Assistant Commissioner, Operations Command, Assistant Commissioner Payne took up a Commander appointment as the Director, Continuous Improvement Program.
Assistant Commissioner Payne has a Graduate Certificate in Public Sector Management from Flinders University and a Graduate Certificate in Applied Management from the Australian Institute of Police Management. Assistant Commissioner Payne was a previous Chair of the National Drug Law Enforcement Research Fund and the Deputy Chair of the Intergovernmental Committee on Drugs. In 2006 Assistant Commissioner Payne was a member of the Australian Delegation to the 49 th Session of the United Nations Committee on Narcotics Drugs in Vienna.

Assistant Commissioner (Crime and Support Service), Mark McAdie, APM
Assistant Commissioner McAdie grew up in the Territory, attended high school in Darwin and joined the Northern Territory Police Force in June 1975. He has served in General Duties (including many rural stations), the CIB, Forensic and Professional Responsibility Division. In 1998, he became Commander of the Darwin Region and in 2002 was appointed Assistant Commissioner, HR Service.
Mr McAdie has a Bachelors Degree in Economics, a Post Graduate Certificate in Applied Management and a Master's Degree in Public Policy and Administration - all obtained by external studies since joining NT Police. He is the Chairman of Trustees of the Police Supplementary Benefit Scheme and a Board member of NT Police Legacy. Mr McAdie is an Associate Fellow of the Australian Institute of Management.

Director/Chief Fire Officer, Greg Nettleton
Mr Greg Nettleton was appointed Director and Chief Fire Officer of the Northern Territory Fire and Rescue Service (NTFRS) in late 2007. Prior to his employment with NTFRS, Mr Nettleton’s diverse career features appointments in engineering, research and development, land management, training, strategic contingency planning, risk management and emergency management.
He holds a Bachelor of Engineering, Masters in Engineering Science and Masters of Business Administration and has worked and studied in Australia and overseas. Mr Nettleton represents NTFRS at several national level committees and working groups.

Assistant Director Operations/Deputy Chief Fire Officer, Paul Herrick, AFSM
Assistant Director Herrick joined the NT Fire Service in January 1974 and has been stationed in Alice Springs since 1991. He has been the Station Commander for nine years and has seen major changes within the service during that time including the building of the existing fire station in Alice Springs and the increase in staffing levels which has had a major positive impact on service delivery.
Mr Herrick is responsible for the overall management of the operational Fire and Rescue Services in the Southern Region. The role requires coordination and consultation with all Northern Territory Fire and Rescue Service (NTFRS) personnel within the region both operationally and administratively, liaising with community groups and agencies to promote communication and coordination on NTFRS issues and to promote capabilities and legislative requirements. It includes formation of NTFRS policies, future planning strategies, and providing advice to the Minister, CEO and Director on relevant policies and legislation.
Regional counter disaster management is also the responsibility of this role. Mr Herrick is a founding member of the Alice Springs Yacht Club and has been the coordinator for six campaigns including four Sydney to Hobart races with a duel boat entry in the 1996 campaign, creating history by winning the division. He was awarded the Australian Fire Service Medal in 2002.

Director, Emergency Service, Peter Davies
Peter Davies has been Director of the Northern Territory Emergency Service since July 2006. After leaving school at Scotch College in Perth in 1976, he joined the Australian Defence Force graduating from the Royal Military College Duntroon as an Infantry Officer. During his thirty year military career, he pursued two career streams in operations and project management. His operational career involved three postings with 6 RAR and appointments included Chief of Staff of Headquarters 1 Brigade and Chief of Staff and Deputy Commander Headquarters Northern Command. Mr Davies deployed overseas twice as the Chief of Staff of the Australian Joint Taskforce Headquarters in Iraq during Operation CATALYST in 2005 and as a Liaison Officer for the Australian deployment to Rwanda during Operation UNAMIR II in 1994.
As a project manager, Mr Davies specialised in equipment acquisition and organisational transformation. Highlights included managing Project Bluefin which re-equipped the Australian Defence Force's Special Forces for the Sydney Olympics and planning the establishment of Electronic Systems Division of the Defence Materiel Organisation, an 800 strong organisation geographically dispersed throughout Australia.
Mr Davies is a graduate of the Royal Military College Shrivenham (UK), Command and Staff College Queenscliff and the Joint Services Staff College. He holds a Bachelor of Arts (Hons), a Master of Defence Studies and a Master of Business Administration. He was awarded a Commendation for Distinguished Conduct for his contribution as the Chief of Staff of Australia's Joint Taskforce Headquarters in Iraq.

Executive Director, Corporate Service, Audrey Ko, PSM
Ms Ko had 10 years private enterprise experience in Hong Kong before joining the Northern Territory Government in 1979, where she has worked with the Departments of Transport and Works, Health and Community Services, Chief Minister, Education and Police, Fire and Emergency Services.
Ms Ko is responsible for strategic corporate leadership in administrative, logistical and specialist support to enable frontline entities of the agency to achieve service delivery outcomes. The support functions include business information and reporting, information technology and telecommunications, fleet management, facilities maangement, finance and procurement. She represents the agency on a range of high level steering committees and working groups on whole of government initiatives and has the unique function of coordinating the NT Police's involvement in CrimTrac, a national law enforcement initiative. She has a Bachelor of Business with double majors in management and computing and a Master of Business Administration. Ms Ko was awarded the Public Service Medal in 2005.

Director, Human Resource Management, Helen Campbell
Ms Campbell joined NTPFES in January 2006 as the Director of Human Resource Management - part of HR Services. Ms Campbell has an extensive experience in employment and industrial relations spanning other state jurisdictions and the Commonwealth. While with the Commonwealth she worked at Senior Executive level as Principal Adviser/Group Manager in broad range of areas, including a number of years in the Australian Government Employment Group. This Group was the 'employer' for both Australian Public Servants and most other categories of Commonwealth employees. Some of these categories employees were covered by specialist tribunals not dissimilar to the Police Arbitral Tribunal in the NT.
Ms Campbell has a strong background in human resource management. In particular, a strong interest in advancing equity and diversity for woman, and other groups of staff, who may experience workplace disadvantage. For instance, Helen established the Wollongong Office of the NSW Anti-Discrimination Board and was a member of initial staff of the then Affirmative Action Agency (based in Sydney ). When she left that agency Helen was its Deputy Director and transferred to Canberra to take up a Senior Executive position with responsibility for industrial relations policy formulation and programs aimed at reforming private sector industrial relations and human resource management. Helen has been in the NT for the past nine years and during that time has completed a Graduate Diploma in South East Asian Studies specialising in Indonesian politics and language. She is still hoping to complete a Masters course focussing on East Timor.

Director, Business Information and Reporting Branch, Garry Lambert
Mr Lambert joined the NT Police, Fire and Emergency Services as Director, Business Information and Reporting Branch in 2003. Prior to this, he had been a Director in DEET with responsibility for strategic planning and national reporting.
Mr Lambert commenced his public service career as a teacher in NSW, which was soon followed by an teaching placement on Elsey Station in the NT - the school and community that were involved in one of Australia's early movie successes - 'We of the Never Never.' He spent 14 years as a school principal in various locations across the NT gaining first hand knowledge of the special needs of people in the NT. Mr Lambert was, for two years, the senior advisor to the Minister for Education and Training.
In 1999, he was responsible for a Strategic Review of the NT Rural College which saw the College repositioned to better meet client needs and become a part of the now Charles Darwin University (CDU). During his time in the NT, Mr Lambert has been involved in Local Government and was the founding President of the Coomalie Council.
In 2000, he was elected as an Alderman on the Darwin City Council and was Deputy Mayor and Acting Mayor in 2002. In July 2007 Mr Lambert was elected by Council as Lord Mayor, but stood down in March 2008. Mr Lambert has a keen interest in motor sports and life long learning. Mr Lambert has Diploma of Teaching, Bachelor of Education (major in Sociolinguistics), Master of Business Administration, (International Management), Post Graduate Management qualifications and is currently completing an Associate Degree in Legal Studies. He is responsible for overseeing appointments for working with children and is the approving officer for the NT, Chair of the LandCare Council (NT) and representative on the Development Consent Authority - Darwin Chapter.

Director, Executive Projects, Alison Worsnop
Ms Worsnop took an honours degree in Natural Science at St Hilda’s College, Oxford before being admitted as a solicitor in England in 1981. After working in the City of London, she lived in Solomon Islands and worked for five years as the Legal Advisor/Principal Investigator for the Ombudsman. Her investigations ranged from Police and prison complaints to electoral malpractice and corrupt logging licensing procedures.
Ms Worsnop was admitted as a solicitor in Solomon Islands in 1990. On returning to England she worked as a solicitor in Oxfordshire before joining the legal department of the Shetland Islands Council and qualifying as a Scottish Solicitor. Ms Worsnop emigrated to Darwin in 1994 and was admitted as a legal practitioner. She then joined the Northern Land Council, where her work as a legal officer ranged from legislation development to land claims, but focused on drafting and negotiating a wide variety of novel land use agreements – from major infrastructure to safari hunting - and facilitating Aboriginal people in developing their own business enterprises.
Ms Worsnop joined NTPFES in 2000 as the legal policy officer, took over as team leader of Legal Branch in 2002 and later as Director, until transferring to Strategic Planning Command in 2009

Director, Strategic Planning and Policy, Foster Stavridis
In 2003 Mr. Stavridis was initially appointed to manage the implementation of the $75 Million Building Our Police Force Program for the Northern Territory Police Force stemming from An Assessment of Resource Requirements of the Northern Territory Police and was subsequently appointed as Director, Strategic Planning and Policy in 2005.
Mr. Stavridis has extensive corporate experience encompassing the fields of project management and resource requirements from his previous role(s) with the Queensland Police Service. Such roles included responsibility for the evaluation of functional requirements performed by establishments with a view to increasing the quality of service provided and the utilisation of available resources. In this regard, Mr. Stavridis played a role in the establishment of a School of Business Forensics at the Queensland University and has gained recognition at the national level for his achievements relating to youth work experience programs for individuals with disabilities by being nominated for the Prime Minister's Employer of the Year Award on a number of occasions.
Mr. Stavridis hold a number of qualifications including a Master of Business Administration, a Bachelor of Commerce, a Graduate Diploma in Further Education and Training as well as a Graduate Certificate in Public Sector Management.

Director, Information and Communications Technology, John Weippert
John Weippert is Director of Information and Communications Technology (ICT) with the Northern Territory Department of Police, Fire and Emergency Services (NTPFES). An experienced professional with 23 years in the ICT sector, he has held various senior roles across the NT Government’s IT environment, responsible for driving several key systems projects.
He has responsibility for many of the key business systems in use by the NTPFES, radar and breath analysis devices, the digital radio network, and IT operations. He has a high level of involvement at a national level with CrimTrac and other jurisdictions in the exchange of policing information.
Prior to joining the NTPFES, he was Director of Information Services of the Department of Justice (DOJ), where he managed business applications, web management, infrastructure and external service provider delivery functions. John has extensive experience in contract management and was previously responsible for managing the Whole of NT Government Mainframe Applications and Non-Mainframe application development panel contracts.
From an initial mainframe applications development background, his career has progressed through a mixture of project and business management positions, along the way developing strong business analysis and project management skills.
As past NT Branch Chair of the Australian Computer Society (ACS) and Director ACS Council, John has had extensive involvement in the NT ICT sector and has represented the Territory’s interests and concerns to the national ACS.
Mr Weippert is married with three young daughters and holds a Bachelor of Business Computing Degree and Computer Science Graduate Diploma from the Charles Darwin University, along with a Graduate Diploma in Public Administration from Flinders University. He has also completed the ACS’s masters level Certification Program and the Australian Company Directors Course.

Director, Media and Corporate Communication, Katie Fowden
Ms Katie Fowden is Director of Media and Corporate Communications for NT Police, Fire and Emergency Services. The role covers all facets of internal/external marketing and communication for the tri-service.
Ms Fowden joined the agency in November 2007 as the Manager of the Media Unit, taking over as Director in June 2008.
Her career has spanned a variety of areas from training emergency telephonists in the UK, a Pilot Officer in the Royal Air Force Yorkshire University squadron, Campaign Director for tobacco control, Senior Policy Advisor with the Northern Territory Department of Health, Marketing Manager and Acting Media Manager for the Department of Justice through to joining the tri-service.
Ms Fowden has a BA Honours Degree in Social Policy and Criminology.

Director, Finance and Procurement
Ms Hallett emigrated to Australia from Wales in 1974 and arrived in Darwin in 1975 planning to stay for six months or so before continuing a round Australia trip. She began her public service career working in the library of the then Darwin Community College before commencing with the Department of Health as an Accounts Examiner in 1977.
Ms Hallett joined NTPFES in 1995 as Senior Budget Analyst and was appointed as Director in 2004. She has extensive experience in all aspects of public sector finance and procurement administration spanning over 30 years. A career highlight was her involvement with the $75 Million Building Our Police Force Program where she was actively involved in the administration and management of a number of major objectives.
A current priority is the management and co-ordination into NTPFES of a number of projects that stem from the recent NT Government's Corporate Services Review that are rolling out across agencies.
Ms Hallett recently won the CFO Awards 2008 Public Sector Finance Manager of the Year.

Director, Forensic Science Branch, Andy Telfer OAM
Andy Telfer was appointed to the position of Director, Forensic Science Branch in July 2008 after serving nearly 40 years as a police officer with South Australia Police. He had 18 years experience as a crime scene investigator before being promoted to commissioned rank and then returning to management positions in the Forensic Services Branch. After 6 years as the Officer in Charge of this Branch, at the rank of Superintendent, Mr Telfer was involved in several corporate projects leading up to his return to forensic science in the Northern Territory.
In addition to contributing to a number of high profile criminal investigations, career highlights include the undertaking of two overseas study tours relating to bomb scene examination and disaster victim identification (DVI) respectively, which took him to a range of countries including the USA, England, Northern Ireland, Israel and The Netherlands. Following the bombings in 2002 he was the initial DVI Commander in Bali and was honoured to be awarded the Medal of the Order of Australia. He also assisted in Thailand with DVI work following the tsunami.
Mr Telfer holds a Graduate Certificate in Applied Management and an Associate Diploma in Business Administration. He is married with two daughters and has interests in music, cycling, the Uniting Church and international development.

Commander, Greater Darwin Regional Command, Robert (Rob)Kendrick
Commander Kendrick joined the Northern Territory Police on 26 February 1982.
During his police career he has worked in urban and remote locations throughout the Northern Territory and served in the areas of General Duties, Traffic, Criminal Investigation, Drug Squad and the Ethical and Professional Standards Command.
Commander Kendrick served with the United Nation Police in East Timor for six months from November 2002.
Commander Kendrick was promoted to Commander Greater Darwin Regional Command on 14 February 2008 and is responsible for Operational Policing within Darwin, Casuarina, Palmerston, Batchelor, Adelaide River and the Tiwi Islands.
Commander Kendrick has attained a number to Tertiary Qualifications, including a Master of Public Policy and Administration.

Commander, Crime and Specialist Support Command, Colleen Gwynne
Commander Gwynne, originally from Daylesford, Victoria however joined the Northern Territory Police Force from Adelaide in 1988. Throughout her career Commander Gwynne has worked in General Duties, Drug Enforcement Unit, Summary Prosecutions, Southern Investigations and Major and Organised Crime.
She has been involved in a number of major investigations and operations including the coordination of the Falconio Investigation and the successful prosecution of Bradley John Murdoch. Commander Gwynne was responsible for the establishment of the Child Abuse Task Force which was the first mult-agency team established within the Northern Territory Police.
As Commander of the Crime and Support Command she is responsible for the leadership and efficient management of all five divisions within the Command by communicating clear organisational purpose and direction and developing and facilitating strategic and tactical planning.

Commander, Katherine and Northern Regional Command, Jeanette Kerr
Ms Jeanette Kerr joined the NT Police in July 1988.
The majority of her career has been in the Crime Command, including service in the Criminal Investigation Branch, the Sexual Crimes Unit, Fraud Unit and Major Crime.
Ms Kerr has been OIC of the Drug Enforcement Section and the Major Crime Section, and has served at the NT Police, Fire and Emergency Services (NTPFES) Training College as an Instructor in Foundational Studies, and in the Criminal Investigation Development Unit.
Career highlights include serving as the NT Police Negotiation Coordinator and as Assistant Training Adviser (Negotiation) to the National Counter Terrorism Committee.
Ms Kerr developed and coordinated the NTPFES Leadership Development Program, of which the curriculum is recognised by Charles Darwin University who award a Graduate Certificate in Leadership and Strategic Management.
Ms Kerr holds a Bachelor of Social Science (Psychology), Bachelor of Arts (Honours), Bachelor of Policing - Investigations (Distinction), Graduate Certificate in Applied Management, and is currently completing the Master of Leadership and Management (Policing).

Director, Human Resource Development, NTPFES and Commander, NTPFES College, Max Pope
Commander Pope arrived in the Territory in 1970, and completed his secondary education at the Nightcliff High School in Darwin. In September 1976 he joined the Northern Territory Police Force and has served in General Duties (in many of the rural and remote stations), the Criminal Investigations Branch, Drug Squad and Professional Responsibility Division.
In 2001 he became the Commander of the Central Region and in April 2003 he took up the position of Commander Darwin Region. In April 2006 Commander Pope transferred to the NTPFES College as Director. Commander Pope has a Graduate Certificate in Applied Management from the Australian Institute of Police Management.

Commander, Ethical and Professional Standards, Kate Vanderlaan
Commander Vanderlaan was appointed Commander, Ethical and Professional Standards Commander in January 2008.
Commander Vanderlaan grew up in Nhulunbuy in the Northern Territory. She attended school there and in Darwin. Commander Vanderlaan joined the Northern Territory Police Force in February 1979 and was initially attached to the Traffic Section in Darwin, General Duties, Prosecutions and the College. She then transferred to Katherine and Alice Springs before returning to Darwin in 1993. Here she served in the positions of Recruitment, Watch Commander and as the Commissioner's Support Officer.
This was followed by another tour of duty in Alice Springs in the Southern Crime Division and then a transfer to Katherine as Divisional Officer. In April 2003 Commander Vanderlaan took over as Commander, Central Region, a position she was formally appointed to in August 2003.
In April 2006 Commander Vanderlaan transferred to Darwin, responsible for the Greater Darwin Region. Commander Vanderlaan has a Bachelor of Laws, Bachelor of Arts (History and English), Master of Public Policy and Administration, and Graduate Certificate in Applied Management. She attended the Management of Serious Crime course and completed the Police Management Development Program.
