For the first time in the Northern Territory , Correctional Services will have a senior officer dedicated to addressing Indigenous issues in the service.

Justice Minister Dr Peter Toyne has announced Eddie Cubillo will be the new Deputy Director, Indigenous Affairs with Northern Territory Correctional Services.

Mr Cubillo’s appointment is a result of a major recommendation of the Review into Adult Custodial Services in the Northern Territory .

His role will be to develop a strategic framework for the consideration of Indigenous issues within Correctional Services, which includes the provision of culturally appropriate programs for Indigenous clients and the recruitment and retention of Indigenous staff.

“Eddie’s appointment will be a major step forward in bringing about reforms within NT’s the custodial institutions,” Dr Toyne said.

“As the CAYA review outlined, 80 percent of Territory inmates are Indigenous and there is a need for a senior position to be responsible for addressing the many issues relating to Indigenous incarceration. As well, the appointment supports the Building Safer Communities Framework for Crime Prevention and Community Safety.”

Mr Cubillo holds a Bachelor of Law degree and has been admitted as a barrister and solicitor of the Supreme Court of the NT. He also held the position of the ATSIC Yilli Rreung Regional Council chair for two years from 2002. He has more than 10 years experience in the NT public service and he is a member of various community and sporting groups.

“Eddie’s knowledge and understanding of Indigenous issues within the Northern Territory will well equip him for the role,” Dr Toyne said. “As well as overseeing implementation of culturally specific programs in our gaols, a major focus of the role will be to develop reintegration and reparation programs specific to this group of offender.

“ "Eddie will also be working with organisations like ATSIC to build on the great work they’re already doing through their programs,” Dr Toyne said.
