SPCC Eligibility Checklist

This eligibility checklist is a guide only. To test your eligibility for the Senior, Pensioner and Carer Concession, please answer the following questions.
 This checklist is based on criteria applicable on or after 4 May 2010.
1. Are all applicants natural persons (that is, not a company)?

2. Is one applicant at least 60 years of age or the holder of a Northern Territory Pensioner and Carer Concession card?

3. Are all applicants acquiring the property in their own right (ie not as an agent, trustee or in any other capacity)?

Note: A guardian acquiring a property on behalf of a person with a legal disability is able to apply for the SPCC on behalf of that person (see criterion 3 at section 5 of the Guide).

4. Are the applicants, or together with the Chief Executive Officer (Housing), acquiring the whole of the property?

Yes

5. Does the dutiable value exceed:
  • (a) $750 000 in the case of a home; or
  • (b) $385 000 in the case of vacant land?

6. Will all the applicants be occupying the home as their principal place of residence for a continuous period of at least six months commencing:
  • (a) in the case of the acquisition of a home (including off-the-plan), within 12 months after taking possession of the home, which will occur within 12 months after the settlement date;

  • (b) in the case of the acquisition of land on which a home is to be built, within the earlier of the following:

    • (i) five years after taking possession of the land which will occur within 12 months after settlement date; or

    • (ii) 12 months after building completion.

Note: If you are unsure when occupation must commence, refer to the examples in criterion 7 at section 5 of the Guide to the application or contact TRO for further information. The Commissioner has the discretion to vary the occupancy requirements (refer to section 6 in the Guide).

You may not be eligible for the rebate as each successful applicant must take occupancy of the home as their principal place of residence within the timeframes and for the period specified in (a) or (b) above.

In special circumstances, the Commissioner may extend the period for commencing occupation, reduce the six (6) month period of occupancy (but not waive it entirely) or exempt one or more applicants  from the occupancy requirements.
