Name: Tarrant Moore
From: Brisbane

Academic Background:
Bachelor of Commerce from Griffith University
Graduate Diploma of Economics Griffith University

First Placement at Treasury:
Economic Group – Public Finance

My first rotation was in Public Finance, which is part of the Economic Group. Public Finance monitors intergovernmental financial issues, specifically the Commonwealth Grants Commission (CGC) process and Specific Purpose Payments (SPPs). Public Finance also provides policy advice on whole of government financial relations.

During my initial four month placement with Public Finance, I was involved in modeling the fiscal impact on the Territory's GST revenue of proposed taxation changes as part of intergovernmental negotiations between the federal and state governments. This opportunity enabled me to hone my spread-sheeting skills whilst introducing me to the complex world that is intergovernmental financial relations.

Whilst I was with Public Finance, I also worked on Indigenous funding issues, was involved in the writing of a Budget chapter and provided policy advice to management concerning the proposed introduction of input-output GST revenue gap modeling. I thoroughly enjoyed my time with Public Finance, so much so that I applied for a permanent position at the end of my FOIT rotations and I am now a permanent research officer in Public Finance.

Why the Northern Territory Treasury and FOIT Program?
Towards the completion of my second degree I began to look for work opportunities in the field of economics and finance. Whilst reading through the Courier Mail jobs section over breakfast on a Sunday morning, I came across an advertisement for the Northern Territory FOIT program. After going online and doing some research, I decided that Northern Territory Treasury offered the exact career opportunity I had been looking for. It offered a program, which would give me exposure to a broad range of areas within government, a competitive remuneration package and a chance to experience a new and exciting lifestyle in another part of Australia.

Treasury also provided a thorough training program and a wide variety of positions throughout all of its divisions for FOITs to participate in. The rotation aspect of the FOIT program was important to me as I had not previously worked within government and did not want to pigeonhole myself into a particular field. By rotating through different areas, I was able experience the various tasks Treasury performs and apply for positions in the areas that I felt would provide me with the best professional development opportunities and enjoyment.

The Territory Experience?
The Territory way of life is a very active one. There are a wide variety of sports and other outdoor activities to participate in and many scenic locations to visit. Although it gets quite warm during the festive and new year period, the rest of the year Darwin is one of Australia’s best keep secrets - fine and 24 degrees for months on end whilst the southern states are wet, windy and cold.

The Territory also offers some of the best fishing in Australia and whilst I’ve yet to land that elusive giant barramundi, there’s almost always something biting. Darwin's markets are a must for anyone staying in the Territory as they offer an extensive variety of food from all over the world and a chance to experience different cultures.
