The primary tool for managing and protecting the Territory’s water resources is the NT Water Act.

A number of Statutory Bodies have been established under the Water Act. the members of such committees are selected by the Minister and are comprised of representatives such as landholders, community groups, industry, agriculture, community groups, non government organisations, government agencies and individuals who provide professional advice in a feild of expertise.
Drillers' Qualifications Advisory Committee
The Committee is an advisory group that has expertise in the water well drilling industry. It provides advice to the Controller of Water Resources in regard to the granting, renewal and variation to drilling licences.
The Rapid Creek Catchment Advisory Committee
The Committee considers and advises on policy and procedure to do with the management of the natural resources of the catchment. It also co-ordinates and motivates sub-committees to address catchment issues and encourage community and government to work together on these issues.
The Mary River Catchment Advisory Committee
The Mary River Catchment Advisory Committee was established in 1999 with the primary purpose of fostering ecologically sustainable multiple use of the Mary River Catchment. The Committee's role is to enhance the opportunities for multiple land use in the Mary River Catchment, to act as a forum for resolution of any issues raised by catchment stakeholders and to review and implement the Mary River Integrated Catchment Management Plan. The community, pastoral, mining, fishing and tourism industries, as well as Commonwealth and NT Government agencies are represented on the Committee.
Water Resources Review Panel
The Review Panel is an expert, advisory and non judicial group which can be called upon by the Minister to provide independent advice on appeals against decisions made by the Controller of Water Resources.
