Northern Territory Indigenous Arts Strategy - Building Strong Arts Business (BSAB)

The Northern Territory Indigenous Arts Strategy Building Strong Arts Business (BSAB) was launched at the Garma Festival on 8 August 2003. BSAB 2003- 2006 was implemented in 2003 with a commitment to review the strategy, its outcomes and its future directions, for years four to six in the third year of delivery.

The BSAB 2003 - 2006 initially included $3.21million in new Northern Territory Government funding over the initial three years. The Northern Territory Government has committed to $3.29 million to support years four to six.

Consultant Positive Solutions delivered the final report Review of Indigenous Arts Strategy: Building Strong Arts Business Summary and Recommendations (PDF 108 Kb) to the Northern Territory Government in February 2006 with a number of key recommendations, which have contributed to the Plan for Action for BSAB 2006-2009.

In March 2007 Cabinet approved years four to six of BSAB as a whole of Government responsibility. The delivery is managed through Arts NT within Environment, Heritage and the Arts, a division of the Department of Natural Resources, Environment and the Arts.

The BSAB 2006-2009 strategy includes the delivery of outcomes supported by the following key initiatives identified through the review process:

  • Whole of government partnerships to deliver economic, social and cultural benefits to Indigenous communities in the areas of health, education, business development and tourism
  • Local jobs for local people building on successes through Indigenous arts and cultural tourism opportunities
  • Research and data collection in relation to the Indigenous arts sector to inform strong Indigenous arts policies and strategies
  • Partnerships and engagement with the Indigenous arts sector to achieve BSAB outcomes
  • Stimulate, encourage and support artistic development in the Northern Territory

Key Strategic areas for BSAB 2006-2009

All programs managed within Arts NT are aligned to progress outcomes in line with BSABBSAB outcomes are also delivered by other branches within Arts and Museums such as the NT Film Office, Museum and Art Gallery of the NT and the Alice Springs Cultural Precinct.

Other programs across Arts NT also deliver BSAB outcomes, however are not entirely reliant on dedicated BSAB funding for this purpose. These programs provide significant outcomes for Indigenous artists and/or communities and include:

The Scoping the Future project was a partnership between the Northern Territory Government (through Arts NT) and the Australia Council for the Arts, Brown's Mart Community Arts and the Northern Territory Aboriginal and Torres Strait Islander Performing Arts program.
