Arts Policy
Creative Community is the Northern Territory Government's framework for arts and cultural development and provides opportunities through focused and strategic policy and investment to stimulate arts and cultural activity and support the growth of the sector.
Creative Community was developed following consultation with the Territory's arts and cultural sector and is built an three key interlinked policy directions for the growth and development of the sector and its achievements.
The Northern Territory Government also directly manages cultural facilities and institutions that:
- support the development of cultural and artistic product;
- provide for research and preservation of arts and cultural product; and
- provide opportunities for Territorians to participate in and engage with the arts.

Key Policy Principles
Creative Community is built on the following principles:
- The arts enrich and preserve the social, cultural and economic life of the Territory.
- Government is committed to fostering artistic endeavour, cultural development and
practice and to conserving the Territory's cultural heritage. - Cultural and artistic expression is a fundamental human right and plays an essential
role in defining individual and community identity. - Territorians should have access to arts opportunities regardless of income, location or ethnicity.
- The arts, culture and heritage sectors contribute significantly both directly and indirectly
to the economy and employment opportunities for Territorians. - Arts and culture play an important role in building strong relationships with regional
neighbours. - The Northern Territory Government is committed to protecting the intellectual property
rights of Territory artists. - Indigenous social and economic needs will be addressed through policies and
strategies that are underpinned by self-determination. - Arts and culture should be an integrated part of the education of all Territorians.
- Government is committed to conserving the Territory's rich cultural heritage.
- Government respects Indigenous arts and culture and will support, develop and
maintain programs to facilitate cultural preservation, conservation and communication
through culturally appropriate research, interpretation, presentation and repatriation
programs. - Recognition, research and interpretation of the Territory's cultural diversity is
indispensable to the enrichment of Territory lifestyle and development.
