Departmental Units

The purpose of the Department of the Legislative Assembly is to provide the Northern Territory Parliament and its Members with quality and timely support for the operation of the Parliament and Parliament House.

The Department is comprised of seven functional areas, which are:

Office of the Speaker
The principal administrative function of the Office of the Speaker is the responsibility for the overall operation of the Parliament and Parliament House, including the use of facilities in the building and its precincts. In undertaking the duties and responsibilities associated with the Office, the Speaker is assisted by the Office of the Clerk.

Included in the responsibilities of the Office of the Speaker is the ultimate administration of the Remuneration Tribunal which sets out terms and conditions for Members and entitlements such as office accommodation, staff, vehicles and electorate-related travel.

Section 3 of the Public Sector Employment and Management Act confers on the Speaker of the Legislative Assembly the same powers as the Commissioner for Public Employment in respect of officers employed by the Legislative Assembly.

Ceremonial and hospitality functions of the Parliament and inter-parliamentary liaison are also administered by the Office of the Speaker.

Office of the Clerk
The primary function of the Office of the Clerk is to provide executive advice and support to the Speaker of the Legislative Assembly in his role as Presiding Officer of the Northern Territory Parliament. In addition, the Office of the Clerk provides procedural and administrative advice and support to all Members of the Legislative Assembly.

As Chief Executive Officer and Accountable Officer of the Legislative Assembly, the Clerk is responsible for the administration of the Department.

The Clerk and Deputy Clerk also sit at the Table of the Assembly during Sittings of the Legislative Assembly.

Chamber Support Services
The Chamber Services Unit provides parliamentary documentation, advice and research support to the Legislative Assembly, its Members and the Office of the Clerk. Documentation circulated by Chamber Services includes the daily Notice Paper, the Question Paper, the Daily Program, Minutes of the Assembly Proceedings and procedural documentation for Members.

This Unit is responsible for processing legislation passed by the Legislative Assembly before it is forwarded to the Administrator for assent, maintaining and updating printed and electronic copies of Assembly documents, such as Standing and Sessional Orders and the Parliamentary Record. Other functions include responding to requests for information from Members, staff and the public relating to constitutional matters and Parliamentary proceedings and providing copies of previous debates and tabled papers.

Hansard Services
The Hansard Unit is responsible for producing reports of proceedings of the Legislative Assembly, Parliamentary Committees and Parliamentary conferences. This Unit has responsibility for recording and transcribing those proceedings through digital means in the most accurate, timely, cost effective and accessible methods.

Committees' Support
The Committees' Support Unit is responsible for providing administrative and research support to Parliamentary Committees. Other activities include organising hearings, meetings and travel, researching issues relevant to a committee's terms of reference, analysing evidence submitted to committees and publishing reports, discussion papers and other documents of committees.

Parliamentary Services
The Parliamentary Services Unit is responsible for financial services, information services, office services and human resource services to staff of the Department of the Legislative Assembly, Members and Electorate Officers.

The Unit is also responsible for Building Services such as security and cleaning arrangements for Parliament House and its precincts, as well as emergency and occupational health and safety procedures.

Technical Services
The Technical Services Unit is responsible for ensuring that Parliament House is effectively and efficiently maintained and presented as a significant public building within the Northern Territory.

0In conjunction with the Department of Transport and Infrastucture, the Building Management Unit administers repairs and maintenance to, and regular inspections of, the building with minimal disruption to its occupants.
