Indigenous Community Planning
The Indigenous Community Land Use Planning section of Strategic Planning is progressively preparing Area Plans for townships on Aboriginal Land. The Plans are to be scheduled in the Northern Territory Planning Scheme (12.2 Towns on Aboriginal Land).
Area Plans are being prepared in priority order. Communities identified to receive major capital works, including housing and sub-divisions, under the Strategic Indigenous Housing and Infrastructure Program (SIHIP) will be first:

Development Procedures
Under the Northern Territory National Emergency Response Act 2007 the Commonwealth hold statutory 5 year leases over most communities.
To seek consent to develop or occupy leased land developers need to contact the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) on 5yearleases@fahcsia.gov.au.
Northern Territory Government Department and agency land requirements are coordinated through Strategic Planning by email planning@nt.gov.au or telephone 8999 1300.
FaHCSIA has administrative arrangements to liaise with Strategic Planning on all development applications.
Developers requiring a lease of land for a period exceeding 12 years, which is to be registered with the Registrar-General, are required to submit a Development Application.
