Northern Territory Community Corrections
Northern Territory Community Corrections (NTCC) primary function is to provide services to the Courts, the Parole Board and the community. Community Corrections manage and supervise offenders on community-based supervision Orders such as Probation, Parole, Home/Alternative Detention, Community Work and Bail to promote positive behavioural change, ensure they comply with specific conditions of Orders, legislation and standards.
Community Corrections staff assess and manage offenders through individual plans tailored to address their risks and needs. Staff work with offenders and may involve employers, families and significant others, and program service providers to gather relevant information for submission of reports to Courts and Parole Board, to assist them in determining whether offenders should be placed on community-based Orders or granted Parole.
Community Corrections provide office based and field services through time spent at Court, in remote communities, with relevant service and program providers and visiting prisons.
Community Corrections also have responsibilities under the NT Government’s ‘Closing the Gap’ initiative, as a response to the Board of Inquiry into the Protection of Aboriginal Children from Sexual Abuse report, to deliver services addressing the varying needs of indigenous communities in regards to offender management. Community Probation and Parole Officer (CPPO) and Indigenous Family Violence Offender Program (IFVOP) coordinator and facilitator positions have been established as a support to this initiative.
Community Corrections administer and monitor a range of sentencing options directed by the Court, Territory wide.

- Probation
Probation relates to other Court Orders known as ‘bonds’, ‘good behaviour bonds’, ‘suspended sentences’, or ‘recognisance to be of good behaviour’. These Orders may also include a prison sentence and may by fully or partially suspended. Community Corrections may monitor conditions of supervision such as reporting, residence, education, employment, associates, curfew, counselling, treatment and any other conditions the Court thinks fit. Such Orders are only supervised by Community Corrections if a condition of supervision is applied by the Court.
- Home Detention
Home Detention (for adults) or Alternative Detention (for youth) is a direct alternative to imprisonment. Following a suitability assessment, the offender is sentenced to prison which is suspended upon the offender entering an Order to be detained in their home for up to 12 months. Conditions are very strict, i.e. remain at stated premises; exclude the consumption of alcohol; not leave the premises at any time without permission. Home detainees are subject to random checks at home and work, breath and urine testing and may be required to wear electronic surveillance devices.
- Parole
Parole refers to when a Court sentences an offender to prison and then sets a non-parole period which means the offender has a (fixed) period of imprisonment and must apply to the Parole Board for consideration of their release. Parole Officers (NTCC) must provide detailed reports to the Parole Board about the release of offenders and their post-release plans, supervision, residence, employment, associates, reporting, risk of re-offending, substance misuse (includes alcohol and dangerous drugs) and any conditions relating to programs and services. Breath or urine analysis may also apply. The Parole Board may set any conditions they see fit.
Where a Parolee fails to complete a condition of a Parole Order, the Court or Parole Board are notified which may result in the offender being returned to prison.
The Parole Board considers every prisoner who has a non-parole period set by the court, to decide whether or not they should be released to parole. Community Corrections provide administrative support to the Parole Board of the Northern Territory.
- NT Community Corrections - Services to Court
Community Corrections Probation and Parole officers attend all Courts within the Northern Territory providing services and reports in regards to sentencing options, including an offender’s suitability for community-based supervision and the options available to address their offending behaviour, focusing on an offender’s risks and needs whilst under a supervised Order.
- Bail Assessment and Supervision
Courts may request that Community Corrections conduct Bail Assessments to ascertain options for an offender on bail (including investigations with family, relatives, friends, emergency accommodation options etc); or undertake Supervision as part of a Bail Order, which may include the administration of any conditions of that Order, such as residence; programs and services; and curfew.
- Community Work Orders
Community Work Orders (CWO’s) are a sentencing option imposed by the Court and are a way for a person who commits an offence to make amends to the community by performing work for organisations that is of benefit to the community. The work to be done will benefit the general community, the person or organisation for whom the work is done, and the offender.
Community Corrections is responsible for the implementation, monitoring and coordination of CWO projects.
Initial suitability assessments are done on a case by case basis. Offenders may be adults or juveniles, male or female, employed or unemployed and from a range of ethnic and cultural backgrounds. They have usually committed a minor offence.

Closing The Gap Initiatives
- Community Probation and Parole Officers (CPPO)
CPPOs have been recruited across the Top End to supervise community-based offenders in conjunction with Probation and Parole Officers, to ensure compliance with requirements of legislation and agency policy and procedures and assist to develop and support justice and other offender related initiatives in communities. A career path has been established, predominantly for indigenous employees, with the recruited CPPOs participating in the Certificate II in Justice Services training. - Indigenous Family Violence Offender Program (IFVOP) Coordinators
The aim of the IFVOP is to work with offenders to educate and provide alternative strategies for addressing issues which result in family violence. It is a unique program, delivered in remote communities and regional centres by local Indigenous facilitators who are respected by their community. The program raises awareness about family violence and its impact on the offender, their victims, families and community as a whole. Participants are perpetrators of family violence who are either on court orders or volunteer to take part in the program to learn that family violence is not acceptable and that it is a crime.
