Northern Territory Annual Crime Statistics:  2011-12

The Department of the Attorney-General and Justice has released a new crime statistics publication covering data for the six years ending June 2012.  This publication includes a wider variety of statistics than the quarterly crime statistics, including victim demographics and victimisation rates, population based offence rates, traffic offences and Police protective custody episodes.  Data are presented for the Northern Territory as a whole, with breakdowns for the main urban centres and the NT Balance for most statistics.  The document can be accessed here...

Cancellation of units plans and schemes - comments sought

Problems can exist where owners of unit (strata) titles seek to cancel their titles for the purposes of redevelopment of the property, under the Unit Titles Act and the Unit Title Schemes Act. The main problem is getting the support of all the owners for the cancellation of a title, as there is a chance that some owners have interests that differ from others. Submissions are sought on the reform of laws governing these dissolutions of shared land or buildings. An electronic copy of the discussion paper can be found here...

Caravan parks legislation

The Caravan Parks Act 2012 (the Act) commenced on 1 May 2012. The Act sets the legal framework that governs the rights and obligations of residents and caravan park operators in the Northern Territory.

If the caravan park is also a resort, tourist or holiday park then the Act does not apply. The only exception is for residents who have resided in the park for a period of five years or more.

The Act sets out key provisions for terminations, establishes a default agreement, sets standards for repairs and maintenance and more.

Closing the net on problem drinkers

Alcohol abuse causes crime.  60% of assaults in the Territory are alcohol-related.1 
The Territory Government’s ‘Enough is Enough’ alcohol reforms are turning problem drinkers ‘off tap’, with more than 2000 on the Banned Drinker Register.2

New extra measures are now proposed to close the net on problem drinkers causing anti-social behaviour in our parks and streets.

Review of Northern Territory Vulnerable Witness Legislation

The Department of Justice has conducted a review of vulnerable witness protections in the NT. Feedback received in the consultation process has indicated that the reforms that have occurred in this area since 2004 have, on the whole, been effective.

The Department has made 9 recommendations that are aimed at further strengthening the vulnerable witness protections in the NT.

Parole Board of the Northern Territory

The Parole Board of the Northern Territory (the Board) now has its own website.
Visit www.paroleboard.nt.gov.au to find out about the Board and the parole process in the Northern Territory.

The Board is an independent statutory body that plays an important role in the Northern Territory criminal justice system by deciding whether a prisoner should be released to parole. The Board makes decisions about juvenile and adult prisoners and prisoners who are serving a sentence of life imprisonment for the crime of murder.

The website provides information about the functions of the Board, its members, how decisions are made, conditions of parole orders and information for victims.

Tobacco Retail Licences

As part of the new Tobacco Control Act (‘the Act’) and Regulations that came into effect on 2 January 2011, all tobacco licences are now valid for a period of 12 months. The Act allows for licences that existed prior to the implementation of the annual term to continue in force until and including 31 December 2011. Tobacco retail licences that were not renewed in 2011 are now expired.

If you intend to sell tobacco products, a new application form must be lodged New Tobacco Retail Licence.

Proposed changes to Workers Compensation

Territory workers, businesses and other stakeholders are invited to make comment on proposed changes to workers compensation arrangements in the Northern Territory.

The public comment period is open until Friday 20 January 2012.
