Darwin Correctional Precinct
Overview
The new Darwin Correctional Precinct (DCP) is scheduled for completion by mid-2014 and will be located on a green-field site in Holtze.
The new precinct will include:
- A 1000-bed correctional centre.
- A 30-bed secure Mental Health and Behavioural Management Facility, which is the first for the Northern Territory.
- A 48-bed Supported Accommodation and Program Centre for community-based offenders.
Location
The Correctional Precinct will be located at Holtze, four kilometres north of Howard Springs, approximately 29 km south of Darwin.
Correctional Centre
The new facility includes the design and construction of a 1000-bed low, low open, medium and maximum security correctional centre and related infrastructure for adult male and female prisoners.
In line with the emphasis on reparation, rehabilitation and normalisation, the centre will include infrastructure such as:
- contact, non-contact and professional visit areas;
- video visit facilities for families in remote locations;
- multi-faith/Indigenous spirituality and culture centre;
- primary health care services;
- education programs and support services provided by the Department of Correctional Services with the assistance of external service providers;
- industrial capacity to allow prisoners to undertake service work including grounds maintenance, cleaning, cooking, bakery, gardening and community work groups; and
- traditional workshop-based industries to ensure meaningful work and training for prisoners including wood, metal, creative arts and construction.
Mental Health and Behavioural Management Facility
The secure Mental Health and Behavioural Management Facility (the facility) is the first for the Northern Territory and will be managed by the Department of Health.
The facility will accommodate male and female offenders with mental health issues; people who have been found unfit to plead or are not guilty of an indictable offence due to mental impairment; offenders placed on a custodial supervision order or prisoners with severe disabilities.
A range of security, treatment, life skills, rehabilitation and recreational options which are tailored to individual needs and promoting realistic expectations of successful reintegration into the community will be available.
The facility will provide a range of low, medium and high dependency male and female accommodation, as well as 'step down' cottage accommodation.
Supported Accommodation and Program Centre
The Supported Accommodation and Program Centre will deliver 48-beds and a range of treatment and training programs for both residential and outreach clients.
The primary targets for this service are non-violent offenders including driving offenders, offenders with alcohol and drug issues who are subject to intensive community supervision orders.
Commencement of works
Works commenced on site in September 2011. Once the facility is operational in the second half of 2014, the old Berrimah prison will be decommissioned.
