Glossary of terminology
Budget Cabinet
The Cabinet meeting which considers and approves the budget allocations for each client agency.
Capital works
Works of a capital nature i.e. All new building and engineering works, as well as facilities associated with and forming an integral part of those works. They include the fit-out of component of premises leased from the private sector (i.e. partitioning). Excluded are outright purchases of land, repairs and maintenance, and expenditure on computers, plant, and equipment and fittings.
Cash
Expenditure capacity approved in the annual appropriation process to be applied to programs in a given financial year.
Clearances
Includes all clearances associated with development projects such as Aboriginal Area Protection Authority (AAPA) and environmental clearances.
Client agency
NT Government agencies who receive program funding for the development of infrastructure projects.
Committal target date
The likely date a project will be financially committed and contracts issued.
Cost estimate
Estimate of cost obtained from a Quantity Surveyor.
Design and documentation
The detailed specifications of the project required to seek tenders. The Construction Division has a Design and Specification Branch which will be responsible for preparing functional design briefs. A representative from this branch will be involved in the Client agency project from inception through to project completion.
Fee offer
Prepared by the Construction Division and submitted to the client – a fee for services provided by Construction Division.
Functional design brief
Concise instructions including details of areas and their functional inter-relationship, enabling a construction authority to develop design and documentation sufficiently to determine a limit of cost estimate.
Infrastructure reference group
Comprises of Executive NT Government client agency representatives to consider and make recommendations to Government on strategic and innovative methodologies to deliver the NT Government infrastructure program and procurement matters, amongst other issues.
Minor new works
Construction projects that either relate to new building improvements or new construction of a Government asset that does not exceed $300,000.
Preliminary estimate & design
The estimated cost of a project based on an examination of the information contained in a preliminary brief and based on preliminary design work. The estimate will include provision for, and identify separately, capital cost by component, cost escalation, contingency and other associated costs such as project management and design and documentation, where applicable.
Program development
Strategic appropriation and funding requirements to deliver client agency infrastructure requirements.
Program provision
The estimated total cost of a project approved by Cabinet, or the upper limit of a Minor New Works or Repairs and Maintenance program approved by Cabinet.
Program steering group
Consists of Construction Division and client agency representative. The group is a formal forum for project and program funding updates and work in progress reports.
Repairs and Maintenance
Undertaken to maintain existing built assets in good working condition. These form part of an agency’s operational budget.
Revote
Program funds that are carried over into the next financial year.
Scope of works
The extent of the project as required by the client agency and approved by Budget Cabinet.
Tender assessment
The evaluation process, which considers the tenders submitted and recommends the appropriate tender for acceptance.
Tender
The price submitted by a contractor to undertake the required works.
Work requisitions
Required for Minor New Works and Repairs and Maintenance projects.
