Sample Energy Management Policy
Policy statement
In order to increase its efficiency of energy use the agency will:
- adopt best energy management practices,
- aim to achieve our first Energy Targets of a ...... % reduction in annual energy expenditure and energy consumption (total or per person or per square meter) by ........................... (compared with .......(date)...... figures),
- regularly monitor energy use across sites and organisational units,
- report quarterly on energy use to staff and at Management Board meetings
- establish an Energy Management organisation structure
- identify a senior manager as Agency Energy Manager
- identify an agency Energy Coordinator to assist the Agency Energy Manager
- identify Divisional/Facility Energy Managers
- identify an agency Energy Management Committee with agreed terms of reference
- encourage Energy Managers of significant facilities to initiate Energy Management Committees and/or Energy Champions for their facilities
- develop Energy Action Plans for significant facilities
- allow divisions/facilities to retain savings in their energy expenditure whilst the department is allowed to retain savings
- divisions/facilities to reinvest ...... % of savings into energy management projects,
- divisions/facilities are encouraged to put aside a small percentage of savings in an incentive fund (eg. Christmas party funds or for charity or tree planting). Incentives are to be approved by the agency Energy Management Committee,
- ensure that new appliances, equipment, vehicles, and building projects are energy efficient
- wherever possible, provide energy efficient products and services to our clients.
Purpose
To save money and reduce our greenhouse gas emissions by optimising agency use of energy and adopting best energy management practices.
Scope
This policy applies to all divisions/sections and staff across the agency.
Background
Eg.
- The Northern Territory Government Energy Smart Buildings Policy requires that agencies work towards energy use reduction targets (Energy Targets).
- The Northern Territory Government has endorsed the National Greenhouse Strategy. Measure 3.1 of the National Greenhouse Strategy requires governments to reduce the greenhouse gas emissions from their operations.
- The agency seeks to optimise its energy use to effect savings in its expenditure on energy.
- In ____ / ____, the agency will spend approximately $xxx,xxx on energy, the % Energy Target therefore represents a potential saving of approximately $xx,xxx.
Distribution
The policy is to be available on the Intranet. A hard copy is to be held by all members of the Energy Management Committee, and divisional/facility Energy Managers.
Implementation/Marketing
The action plans for energy savings will include promotion and reporting.
