Building Sustainability

NT Government Energy Smart Buildings Policy

Endorsed by Cabinet in 2005, the key objective of the NT Government Energy Smart Buildings Policy is to achieve and maintain best practice energy management in NT Government operations to save operating expenditure and greenhouse gas emissions.

Efficiency Targets

The Policy sets the following efficiency targets for each department’s building portfolio:

Year

Portfolio Efficiency Targets
(percentage MJ/m2 reduction
compared to 2004/2005)

2005/2006

1%

2006/2007

1.5%

2007/2008

3%

2008/2009

5.5%

2009/2010

8%

2010/2011

10%

On the basis of the targeted 10% MJ/m2 saving being met, the Policy has the potential to realise on going savings of $3 million and 13,500 tonnes of carbon dioxide per annum.

Under the Policy departments will retain any savings achieved by energy management projects.

Online System for Comprehensive Activity Reporting (OSCAR)

Departments are responsible for supplying energy usage data to the Department of Planning and Infrastructure (DPI) for annual NT Government Building Energy and Greenhouse Reports.

Departments will submit building energy usage data using the Commonwealth Government developed and maintained OSCAR which is now used by most Australian governments to report on their energy use and greenhouse gas emissions.

NT Government Building Energy and Greenhouse Reports

Under the Policy annual NT Government Building Energy and Greenhouse Reports will be prepared by DPI.

The reports will be submitted to Cabinet by the Minister for Infrastructure and Transport by the end of December each year, prior to being tabled in Parliament and made available to the public.

Departmental Energy Management Programs

An Energy Management Program is a process of continuous improvement and comprises a set of well-planned actions aimed at reducing an organisation's energy consumption and expenditure. Departments are encouraged to establish in-house Energy Management Programs.
