| In Building Healthier Communities – A Framework for Health and Community Services 2004-2009, the Government set priorities to give kids the best start in life by strengthening families and communities and creating better ways to work with services and the community. An outcome of these priorities was the establishment of the Family and Community Services Advisory Council (FACSAC) in July 2004. The Council provides strategic advice to the Minister for Family and Community Services, Ms
Marion Scrymgour MLA.
Areas of concern that fall within the scope of the FACSAC include child protection, family wellbeing, alcohol and drug use, mental health needs in the community, raising and supporting young people, and ways to improve the system.
The Council is comprised of a range of Territorians, who are selected by the Minister based on a cross-section of views and experiences. Members, consumers, service providers and professionals residing in urban, rural and remote areas.
Helen (Mel) Hazard is the Chairperson of the FACSAC and has an extensive background within the Children’s Services and education sectors in a range of settings such as working with children with disabilities and their families. Helen has worked in the training and resource area for over 20 years including the last 13 years at Charles Darwin University, teaching in both the Higher Education and VET sectors.
Members are appointed by the Minister following a public call for expressions of interest. Advertisements are placed in all NT papers, and interested people apply in writing to the CEO of the Department of Health and Community Services. Information is then collated, and the Minister selects and approves the appointment of members.
