aims and goals of saap

The overall aim of SAAP, as stated in the SAAP Act 1994, is to provide transitional supported accommodation and a range of related support services, in order to help people who are homeless or at risk of homelessness to achieve the maximum possible degree of self-reliance and independence. Within this aim, the goals of SAAP are to:

  • resolve crisis;
  • re-establish family links where appropriate; and
  • re-establish the capacity of clients to live independently of SAAP.

  • Contribute to the reduction of homelessness.
  • Promote self-reliance, choice and independence.
  • Crisis responses that respond effectively to changing patterns of need.
  • Increase partnerships with other service systems to meet needs.

strategic themes

A Memorandum of Understanding (MOU) between the Commonwealth, States and Territories commit all signatories to four strategic themes as priority areas for action over the five year agreement. These include:

  • Client-focussed service delivery.
  • Integration and collaboration between SAAP and other service systems.
  • Increasing performance, knowledge and skills.
  • Commonwealth, State and Territory Governments working in partnership with the community.
