National Training Packages are the 'back-bone' of vocational education and training. They are critical in defining the skills development needs for the Australian workforce to ensure our strong economic future.

RTOs base their training programs on nationally endorsed training packages. Training packages contain nationally endorsed competency standards, assessment guidelines and qualifications frameworks for training and assessing skills in a specific industry, industry sector or enterprise.

Industry Skills Councils (ISC) develop training packages on behalf of the Department of Education, Employment and Workplace Relations (DEEWR).

Training packages are being reformed and designed to simplify and streamline training products to reflect what clients and users want and need. This is to make content clear and straightforward and make qualifications more flexible and adaptable.

Reforms are structured around four themes:

  • competency and knowledge
  • flexibility
  • streamlining
  • foundation skills.

The program of reform has been underway since mid 2009 and should be finished by mid 2014.
