​Australian Vocational Education and Training Management Information Statistical Standard (AVETMISS) is a nationally consistent standard for the collection and analysis of Vocational Education Training (VET) information throughout Australia. Registered training organisations (RTOs) receiving public funding for VET training delivery are required to submit to the Department of Business and Employment (DBE) at least once (or based on the number of times stipulated in the contract) AVETMISS compliant data.

 What are the AVETMISS data submission timelines?

 

Publicly funded RTOs should refer to their Resource Agreement contracts with DBE in reference to the timelines they should submit data to DBE. Though generally the following timeline will be in place:

 What is AVETPAK - AVETMISS Validation Software and why is it so important?

 

​NCVER provides specialist software to assist data submitters to compile their data, in order for them to satisfy the AVETMISS requirements.

The Validation software generates errors/warnings resulting from potential data inconsistencies in the files.

The latest web based software can be downloaded from NCVER's website.

RTOs must run their data files through the Validation software prior to submitting data to DBE to ensure data is valid and correct.

 

 What is a valid enrolment for AVETMISS reporting purposes?

 

For the purposes of AVETMISS, an enrolment can be reported if the client (student) has done at least one of the following:

  • attended at least one class or lecture associated with the module or unit of competency
  • submitted at least one piece of work for assessment for the module or unit of competency. This documentation needs to refer to discussion about the actual course content, not just the fact that the student has had work or family problems, or needs an extension. It has to show that the student has actually done some of the course work, study-related contact with the lecturer or teacher of the module or unit of competency
  • been granted a Recognition of Prior Learning (RPL) or credit transfer for the module or unit of competency.

The NT funds on the commencement of training. If you are going to report the student as commencing in a unit, then you must have evidence of participation.

If a student has not yet commenced or attended a module or unit of competency, then these do not need to be reported to DBE.​

 

 What are valid outcome per the AVETMISS standard?

 

​The following are valid outcomes as per the AVETMISS standards:

20 Pass / Compentency / Achieved The student has been assessed and satisfies all the requirements for the unit of competency or module.
30 Fail / Compentency Not Achieved The student has been assessed as not satisfying the requirements for the unit of competency or module.
40 Withdrawn Withdrawn is reported for those clients who withdraw before completing the assessment criteria and are not competent in all the assessable criteria of a unit of competency or module.
51 Recognition for Prior Learning (RPL) - Granted RPL involves the assessment of previously unrecognised skills and knowledge an individual has achieved outside the formal education and training system. RPL is an assessment process that assesses the individuals non-formal and informal learning to determine the extent to which that individual has achieved the required learning outcomes or competency outcomes.
52 Recognition for Prior Learning (RPL) - Not Granted
53 Recognition of Current Competency - Granted RCC applies if a student has previously successfully completed the requirements for a unit of competency or module and is now required to be reassessed to ensure that the competence is being maintained. In this case no extra skill or competencies are nationally recognised.
54 Recognition of Current Competency - Not Granted
60 Credit Transfer Credit transfer is training credit for a unit of competency or module previously completed by a client and includes granted application for mutual recognition. Credit transfer and a granted application for mutual recognition are essentially administrative processes and not formal enrolments. This is a non-funded outcome.
70 Continuing Continuing enrolment is training activity in a unit of competency or module that continues, for a student, into a subsequent collection period when the student has not completed all their assessment criteria by the end of the intended collection period.

**NB: 81 and 82 are not assessed outcomes and therefore DBE does not support funding for these students.

 

 What AVETMISS audits does DBE conduct?

 

Random Audit

During the course of a collection period an RTO who has submitted may be chosen for a random audit of a sample of their data and will be required to provide the evidence for the training delivery participation to DBE. This audit is run in-house at DBE by the Evaluation and Validation Unit.

Annual Non-Financial Activity Audit

This audit is administered by NCVER with the assistance of the Evaluation and Validation Unit of DBE. A random sample is taken from the concatenated set of all the RTOs data. If any records from an RTOs data have been chosen for audit, the RTO will be contacted requesting evidence. The date the Audit approximately starts is April/May.

 

 I need a student management system that is AVETMISS compliant

 

Currently DBE does not provide a system that RTO’s can use to manage their student activity, however there are a number of commercial software providers that do. For a list of software package that comply with the AVETMIS Standard please see the NCVER AVETMISS Compliant webpage.

Other FAQ

 

 What is a Resource Agreement?

 

A Resource Agreement (RA) is for the proposed provision of VET services by training organisations in the NT. RA is a standard agreement covering funding and accountabilities for all organisations accessing VET funding from DBE.

Changes to the Resource Agreement will require a Notice of Variation (NoV) agreed and signed by the relevant Contract Manager.

 

 What is the difference between scheduled hours and nominal hours?

 

Scheduled hours are the hours of teaching activity (including assessment time) that the RTO schedules and resources for a unit of competency. It is the number of supervised hours that the RTO actually allocates for the delivery of a unit of competency. As per the standard, RTOs are meant to fill this field out. In saying that, DBE does not fund on scheduled hours. DBE funds on nominal hours. These come from the Victorian Purchasing Guides on the Victorian Training Support Network website.

 

 What are Training Packages?

 

Training packages are developed through a national process that allows industries to determine their own skill and qualification requirements. Despite its name, Training Packages do not describe how people should be trained. Rather, it provides a nationally endorsed framework within which training can be flexibly developed and delivered to meet particular local, learner, industry and enterprise requirements.

 

 How do RTOs use training packages?

 

Using training packages as basic building blocks, RTOs develop and deliver their training and assessment products and services to enable clients to achieve selected qualifications (from Certificate I to Advanced Diploma) and Statements of Attainments.

 

 How often are training packages reviewed?

 

Training packages are generally reviewed and resubmitted for endorsement every three years. The training package is still endorsed while it is being reviewed and the process usually starts about 18 months after the initial endorsement.

 

 Training Package Implementation Guides, what are they and where can I find them?

 

Implementation guides are support resources to help registered training organisations, teachers/trainers and assessors implement Training Packages. They provide general and state and territory specific information on:

  • qualifications included in the Training Package
  • registration processes and requirements for training organisations
  • how to correlate course information from older accredited courses or earlier versions of the Training Package with the latest endorsed qualifications (sometimes called transitioning or mapping)
  • sample training programs
  • industry licensing requirements
  • contacts and resources
  • new apprenticeships/traineeships which include competencies or qualifications from the Training Package.

The Northern Territory uses the Victorian Implementation from the Victorian Training Support Network website.

 

 What is a training plan?

 

A training plan sets out the training that an apprentice/trainee will do both on-the-job and off-the-job. It also sets out how the RTO will ensure the apprentice/trainee will receive quality training both on-the-job and off-the-job.

The training plan should stagger unit delivery over the full period of the apprenticeship/traineeship as individual or small cluster delivery.

 

 How do I report training activity in AVETMISS?

 

Apprenticeship training should be reported based on the training plan. If you do not have a training plan you must chase up a copy from the trainer.

 

 How is funding calculated?

 

The NT funds on the commencement of a unit of competency of training.

DBE calculates funding at the unit of competency level not at qualification level. All training activity at the unit level (nominal maximum hours) commenced in the relevant calendar year (not including credit transfers) is added and multiplied by the industry level rate (including remote allowances where applicable). Therefore a unit with a commencement date in the prior year is not funded again as it was funded in the prior year.

RTOs must never change the start date of training. Nor should they ever remove training activity that has been done.

 

 What is not funded by DBE?

 

DBE does not fund the following:

  • Module enrolments with Credit Transfer outcomes
  • Any drink driver education courses. It is strictly fee-for-service and to be paid for by the client as is in most cases, it is part of a Court Order in conjunction with rehabilitation.
 

 What do I need to know about payments?

 

If data provided by an RTO indicates that AHC levels are unlikely to be achieved then second and third funding instalments may be withheld, delayed or paid against actual achievement to date.

If the RTO does not achieve the target AHC under the Agreement and payment of funds has been made, then DBE will require the RTO to reimburse any overpayment at final acquittal.

 

 What do I need to know about quality records?

 

Quality data is required to be reported for key performance indicators relating to Indigenous, disability and age to enable DBE to meet Australian Government target requirements.

All student records must be retained for 30 years following the completion of the training program.

 

 What is a thin market?

 

A thin market in the NT exists where the numbers of students undertaking a particular qualification warrant only one, or a small number of RTOs. Where thin markets have been identified, DBE will only fund a limited amount of RTOs.

 

 What information do I need to know about Registered Training Organisations in the NT?

 

All registered training organisations (RTOs) operating in the Northern Territory are required to comply with the Australian Quality Training Framework (AQTF) Standards for Registered Training Organisations.

DBE recognises and values the essential role played by RTOs in delivering training and assessment services to Northern Territory industry and community. The NT RTO Guide has been developed to assist organisations understand and comply with AQTF and to facilitate their relationship with DBE. Although the guide covers a wide range of information topics and procedures required by RTOs, some topics are covered separately in other formats. These include:

  • statistical reporting requirements
  • competitive tendering
  • resource agreement
  • access to public facilities.

Organisations considering becoming an RTO or those already registered should note that achieving or maintaining RTO status carries no entitlement to access of government funds. DBE has developed the RTO Guide as a service to clients including:

  • organisations and individuals who may apply for RTO status
  • existing RTOs providing training and assessment products and services
  • other industry and training organisations.

The guide aims to assist clients by providing key information on training matters and procedures for appropriate action.
