Contract and Procurement Services (CAPS) is a business unit of the Department of Business and Employment.  Its role is to assist government agencies and businesses during the business engagement stages of procurements, for higher value ($50 000 and above) and higher risk requirements.

CAPS provide services to:

  • Businesses – seeking opportunities to win government work through tenders and quotations
  • Agencies – seeking to source their requirements from businesses through procurement.

Our services

CAPS provides services in the following ways:

Processing of tenders, quotations and contracts

Our processes ensure confidentiality, openness and fairness when dealing with business submissions for government work.  Among other things, and not exclusively for government in all cases, we:

  • assist agencies to develop the documents to be released to the market, for consistency of format and adherence to NTG Procurement policy
  • release tenders and quotations to market, advertising them in print media and / or on Quotations & Tenders Online
  • assist businesses with  lodgement enquiries and act as the contact point for specific tender questions, unless another contact is listed in the documents
  • provide additional information to prospective respondents and issue formal addenda when necessary
  • ensure that responses received are opened, recorded and assessed for admissibility with confidentiality, impartiality and fairness
  • award contracts to successful businesses on behalf of agencies, after agencies have completed their assessments and recommendations have been approved
  • advise unsuccessful businesses on behalf of agencies; however, debriefs are managed by agencies
  • publish information regarding the award of contracts via Quotations & Tenders Online and the NT Government Gazette
  • vary non-construction contracts including price adjustments, extensions and novations
  • record and report to government on volumes, values and performance of procurement activity

How tenders and quotation are advertised

The Procurement directions specify how tenders, quotations and future tender opportunities are published.

Procurements that follow a tender process are those that are valued at $200 000 and above, or are assessed as higher risk and best managed through a public tender. These are:

  • advertised on Tenders Online, updated each Thursday
  • published in the tenders page of the NT News each Thursday
  • tender documents may be downloaded directly for Quotation & Tenders Online, requested by post or email, or collected from any of our business offices
  • closed on Wednesdays at 2.00 pm  ACST (on occasions tenders may close on a day other than a Wednesday; review the tendering conditions issued as part of the Request for Tender)
  • responses generally may be lodged by hand or by courier in any of the tender boxes located at our business offices, by eLodgement, by facsimile or via Australia Post (on occasions some methods of lodgement may be restricted; review the tendering conditions issued as part of the Request for Tender).

Procurements that follow a public quotation process are those that are valued from $50 000 and below $200 000, or assessed as best managed through a public quotation. These are:

  • advertised  on Quotation & Tenders Online, updated daily
  • do NOT appear in the NT News
  • quotation documents are obtained by downloading from Quotations & Tenders Online
  • close any business day at 2.00 pm ACST (review close details in the conditions issued as part of the Request for Quotation)
  • responses generally may be lodged via eLodgement, facsimile or by hand at a specified locations  (review conditions of lodgement issued as part of the Request for Quotation for specific requirements).
