Restricted Chemical Products

The Australian Pesticides and Veterinary Medicines Authority (APVMA) may declare a product to be a restricted chemical product. Examples include pre-construction termiticides containing chlorpyrifos or bifenthrin and products containing pindone concentrates and endosulfan.

A Restricted Chemical Product can only be possessed and used by an authorised person as described in Schedule 2 to the Regulations to the Act.

Posession and Use of Schedule 7 Chemical Products

Under 'Control of Use' legislation Schedule 7 chemical products cannot be possessed or used without an authorisation issued by the Chemicals Coordinator. According to the Standard for the Uniform Scheduling of Drugs and Poisons, Schedule 7s are substances with a high potential for causing harm at low exposure and which require special precautions in manufacture handling or use. These poisons should be available only to specialised or authorised officers who have the skills necessary to handle them safely.

Authorisations will not be issued where expert opinion is that proposed use of the product is not essential or the applicant does not have appropriate competency. The Chemicals Coordinator will not grant the use if the use presents an unacceptable risk to health, the environment or trade. Products must be used in accord with any direction imposed by the authorisation.

The Department of Health and Community Services licenses domestic and commercial pest control operators. A pest control operator's licence may authorise the licensee to use certain Schedule 7 chemical products. Similarly the Chemicals Coordinator may issue a ground spray applicators licence that authorises the use of certain schedule 7 chemical products.  For further information on SMARTtrain contact Charles Darwin University on 08 8946 7157.
