Pipelines

Oil and gas transmission pipelines located within NT land and inland water areas and operating at above 1050 kPa are administered under the Energy Pipelines Act. Where these pipelines are located in the 3 nautical mile strip of NT coastal waters the Petroleum (Submerged Lands) Act (NT) applies.

Applications for NT land and inland waters licences are invited under Section 13 of the Energy Pipelines Act and for the 3 nautical mile strip of NT coastal waters Section 64 of the Petroleum (Submerged Lands) Act (NT) apply for grant of a licence.

Consideration of an application for the grant of a licence shall take into account the adequacy of the pipeline management plan relative to the whole of the pipeline licence area applied for, the applicant's technical and financial ability to undertake the work, and the geological rationale on which the application is based.

Applicants should make themselves aware of the existence of any areas which have the potential to restrict licence grant such as the requirements to comply with the terms of the Aboriginal Land Rights (NT) Act and the Native Title Act

Note also that special conditions apply to applications over parks and reserves declared under the Territory Parks and Wildlife Conservation Act or the National Parks and Wildlife Conservation Act.

Lodgement of Applications

Applications, together with supporting documentation, are required to be lodged on the approved form and accompanied by the application fee.

Acceptable payment methods include:

  • Personal cheque, Australian bank cheque or Money Order made payable to the Receiver of Territory Monies;
  • Visa, or MasterCard charge; EFTPOS;
  • Direct Debit (please call +61 8 8999 5263 for the current account number); or
  • Cash payment (only available for applications that are lodged in person).

140 km mainline completed 1983, 6 km Owen Springs lateral completed 2009; Supplies natural gas to Alice Springs area. Internal diameter - 8 inch; Maximum operating pressure - 7000kPa. [top]

Licence 2 - Mereenie Oil Pipeline

Completed 1985. Carries crude oil from the Mereenie oil and gas field to Brewer Estate south of Alice Springs for transhipment to South Australia. Length - 269km; Internal diameter - 8 inch; Maximum operating pressure - 9000 kPa. Currently mothballed. [top]

Licence 4 - Amadeus Basin to Darwin Pipeline

Completed in 1986. Supplies natural gas to Darwin, Katherine, Tennant Creek and other centers either directly or through connecting pipelines. Length - 1660km; Internal diameter - mainly 12 and 14 inch; Maximum operating pressure - 9,650kPa (with the exception of the 116km Mereenie lateral (10 inch) which is designed for 10,150kPa). [top]

Licence 7 - Brewer Estate Pipeline

Completed in October 1988. Supplies natural gas to facilities at Brewer Estate south of Alice Springs. Length - 10.2km; Internal diameter - 4 inch; Maximum operating pressure - 7000kPa. [top]

Licence 10 - Elliott Pipeline

Completed in 1990. Supplies natural gas from the Amadeus Basin to Darwin Pipeline to the Elliott Power Station. Length - 4km; Internal diameter - 4 inch; Maximum operating pressure - 9,650kPa. [top]

Licence 11 - Manton Pipeline

Completed in 1989. Supplied natural gas from the Amadeus Basin to Darwin Pipeline to the Elliott Power Station. Length - 4km; Internal diameter - 4 inch; Maximum operating pressure - 9,650kPa. Decommissioned. [top]

Licence 15 - Kleenheat Pipeline

Completed in 1992. The pipeline is used for transferring LPG from tankers in Darwin Harbour to Kleenheat Gas's storage facility on Channel Island. Length - 280m, Internal diameter 150mm LNG line and 80mm return vapour line; Maximum operating pressure - 3100kPa. [top]

Licence 17 - McArthur River Mine Pipeline

Completed in 1995. Supplies natural gas from the Amadeus Basin to Darwin Pipeline at Daly Waters to the McArthur River Mine. Length - 330km; Internal diameter - 150mm; Maximum operating pressure - 10,200kPa. [top]

Licence 18 - Berrimah Pipeline

Completed in 1996. Carries natural gas from the Amadeus Basin to Darwin pipeline at Weddell to Berrimah to supply commercial customers. Length - 19km, Internal diameter - 160mm, Maximum operating pressure - 5,000kPa. [top]

Licence 19 - Mt Todd Mine Pipeline

Completed in 1996. Carries natural gas from the Amadeus Basin to Darwin pipeline to the Mt Todd Mine site north of Katherine. Length - 10km; Internal diameter - 200mm; Maximum operating pressure - 9,650kPa. Currently mothballed. [top]

Licence 20 - Bayu Undan Pipeline

Completed in 2005. Carries natural gas from the Bayu-Undan gas and condensate field in the Joint Petroleum Development Area of the Timor Sea to the Darwin LNG plant in Darwin Harbour. Length - 501km; Internal diameter - mainly 26 inch; Maximum operating pressure - 19,000kPa. Of the 501km, 92km are administered under the Energy Pipelines Act (NT), 367km are administered under the Offshore Petroleum and Greenhouse Gas Storage Act (Commonwealth, WA and NT) and the remaining 42km are administered by the National Petroleum Authority of Timor Leste. Licence 21 - Bonaparte Pipeline

Completed in 2008. Carries natural gas from Eni Gas Plant at Wadeye to the Amadeus Basin to Darwin Pipeline at Ban Ban Springs. Length - 286km; Internal diameter – 300mm; Maximum operating pressure - 15,300kPa. [top]

Licence 22 - Weddell Inteconnect Pipeline

Completed in 2007. Supplies natural gas from the Amadeus Basin to Darwin Pipeline to Weddell Power Station. Length – 1.2km, Internal diameter 300mm; Maximum operating pressure – 9,650kPa. [top]

Licence 23 - Blacktip Gas Pipeline

Completed in 2009. Carries natural gas and condensate from the Blacktip field in the Bonaparte Gulf to Wadeye for processing prior to sale. Length - 110km; Internal diameter – 18 inch; Maximum operating pressure - 14,800kPa. Of the 110km, 2km are administered under the Energy Pipelines Act (NT) and the remainder is administered under the Offshore Petroleum and Greenhouse Gas Storage Act (Commonwealth, WA and NT). [top]

Licence 24 - Blacktip Condensate Pipeline

Completed in 2009. Will carry condensate from the Eni Gas Plant at Wadeye to an offshore tanker loading facility. Length - 9km, Internal diameter – 12 inch, Maximum operating pressure - 4,245kPa. Of the 9km, 2km are administered under the Energy Pipelines Act (NT) and the remainder is administered under the Offshore Petroleum and Greenhouse Gas Storage Act (Commonwealth and NT). [top]

Licence 25 - Wickham Point Interconnect Pipeline

Completed in 2009. Carries natural gas from the Darwin LNG Plant to the Weddell Power Station. Length - 12km; Internal diameter – 12 inch; Maximum operating pressure - 9,650kPa. [top]

Licence 26 - Ichthys Pipeline – NT Inland Waters Section

Licence granted 2011. Consent to construct has not been granted. The pipeline will carry natural gas and condensate from Inpex’s Ichthys Field in the Browse Basin 889 km to a Liquefied Natural Gas Plant at Blaydin Point in Darwin Harbor. Licence Section Length - 81km, the remaining 800km of offshore pipeline is administered under the Offshore Petroleum and Greenhouse Gas Storage Act; External diameter – 42 inch; Maximum operating pressure - 20,300kPa.  [top]

Licence 27 - Ichthys Pipeline – Onshore NT Section

Licence granted 2011. Consent to construct has not been granted. The pipeline will carry natural gas and condensate from Inpex’s Ichthys Field in the Browse Basin 889 km to a Liquefied Natural Gas Plant at Blaydin Point in Darwin Harbor.
